Job Title:         Association Youth Development Resource Educator

Location:        Cornell Cooperative Extension, Orange County, Middletown, NY

Position Summary

Responsible for providing leadership in planning, developing, implementing, evaluating, and marketing comprehensive educational youth programs.  Provides primary support for 4-H volunteer management that includes the 4-H club delivery system, including supervision of three half-time program assistants who market, organize and maintain volunteer driven 4-H clubs.  Priority is coordination of training and support for volunteers teaching life skills to youth.  Responsible for program development as well as volunteer recruitment and management for the following subject areas:  Natural Resources, Food & Nutrition, Plant Science, and Clothing & Textiles.  Provides County Fair and State Fair exhibit leadership and coordination in assigned areas.  Responsible for 4-H public presentations and 4-H Leaders Recognition programs along with coordination of multiple county events.  Represents Cornell Cooperative Extension Orange County to the public, community leaders, government officials, and Cornell University.  Works as a team member in addressing local, regional and statewide programming priorities. 

Responsibilities and Essential Functions

Issue Area Leadership Program Development and Priority Setting (35%)

--Plan for the recruitment, organization and maintenance of the 4-H club delivery system by working with staff, 4-H Program Committee, Board of Directors, other volunteers and 4-H members to identify and analyze needs.

--Volunteer coordination and management.

--Plan, coordinate and provide orientation, instruction and leadership direction for 4-H volunteers, parents, and junior leaders who are involved in assigned program areas.

--Interpret association program directions, communicate statewide directions to clientele and foster acceptance of innovative programs, methods, and policies to address priority issues.

--Insure educational programs conform to mission, goals and objectives of county extension association and Cornell University and consider the diversity of the community.

--Develop and enhance relationships with appropriate agencies, organizations, and community leaders.

--Design and implement high impact educational programs utilizing a variety of delivery systems, including written articles, newsletters, demonstration projects, special events, tours and personal contacts.

--Must develop effective program marketing strategies for assigned areas, which include: marketing internally to other staff, program committees and Board of Directors, external to the general public as well as for financial accountability to funders and partners.

Program Management and Coordination (20%)

-Will assist in implementation and provide leadership to the business affairs relating to program and activities management.

-Compile and prepare portions of written reports on finances, work plans and accomplishments.

-Develops and enhances networks of volunteers and/or professionals and non-professionals to extend program implementation.

-Coordinate program planning efforts of staff, provide resource materials and/or obtain specialized assistance from development of program material from Cornell University and other resources.

--Organize, coordinate and direct the work of volunteers, paid staff and/or program assistants to efficiently plan and implement educational activities and events to achieve maximum educational impact on priority youth needs.

Subject Matter Resource and Program Delivery (20%)

--Conduct educational programs through a variety of delivery methods including County Fair, State Fair, Public Presentations and countywide events.

--Plan, develop, and implement 4-H programs in Natural Resources, Food & Nutrition, Plant Science and Clothing and Textiles.

--Prepare and support the development and compilation of educational materials such as training aids, exhibits, and demonstration projects.

 --Provide educational programming to targeted audiences in assigned subject matter and issue areas.

--Serve as a subject-matter resource to the staff and clientele, including schools, agencies, and other groups, as they are identified.

--Participate in mass media efforts related to program.

Research and Program Evaluation (10%)

--Analyze and evaluate programs and make recommendations to supervisor, advisory committees, and Board of Directors for strengthening and improving them.

--Confer with program participants, association board members, program coordinators, Cornell faculty, county and community leaders to obtain their evaluations of programs.

--Assist Issue Leader in communicating to Cornell staff and faculty the economic and social changes in counties that need to be considered by Cornell specialists.

--Write measurable objectives and effective evaluation strategies to determine the impact of individual and group program efforts towards making acceptable levels of educational impact on program objects.

--Draw upon Cornell and other land grant universities’ program resources in order to address identified clientele needs and plan programs.  Consult with Cornell faculty and contribute to multidisciplinary team efforts.

Administrative Management (Finance, Budget) (5%)

-On an individual and collaborative basis, must develop sound strategies for fund development including actively searching out substantial grants, contracts, fees, contributions, and other sources of revenue for new and existing programs.

--All program efforts will be in a manner consistent with the Association Affirmative Action plan.

Professional Improvement and other duties as assigned (5%)

Participate in required orientation programs; attend in-service and in-depth courses as needed in relation to program responsibilities.  File professional improvement plan, and constructively evaluate self performance for improvement and subject matter excellence.

Qualifications

Masters degree required with related experience.

Needs to provide reliable transportation appropriate to the implementation of the responsibilities in the position.  Must be willing to travel, work frequent evenings and weekends.  Must be able to transport visual aids, tables, meeting materials, etc.

Preferred subject matter major in Education, Youth Development, Human Development, Family and Consumer Sciences or other fields related to program management and youth development.

Two years of relevant experience in Cooperative Extension, 4-H Youth Development or other youth serving organizations.
